keyboard bug: Ctrl+Tab doesn't work after Alt+Tab is pressed

Ctrl+Tab doesn't work as expected. It shows the select running app as if Win+Tab were pressed.
Translate hotkeys is turned off and it doesn't matter what keymapping is set to.

The trick is this: Ctrl+Tab works right until Alt+Tab is first pressed (and used to switch app in local computer).
From this point, Ctrl+Tab doesn't work properly anymore.

Local computer is Win 7 and remotes are Win 2016 server or Win 7 or Win 10.

Also, Alt key gets stuck after the first Alt+Tab is used to move off of current remote machine.
Then when switching back to remote machine, the Alt key remains pressed and had to be release first to do anything on the machine.

This causes the app list dialog to be poppep up: the Alt key remain pressed on remote machine after Alt+Tab was used to move off of remote machine.
